The Town Law of Magnus Eriksson decided that the towns were to be governed by a council. The council consisted mainly of rich merchants, but the royal bailiff had to be present for the decisions to be valid. The council decided about taxes, about accepting new burghers and about crime and punishment. It is interesting to see what crimes were common in the towns and how criminals were punished.
